I share the sentiment of others who state that Ham Fish was one of the outstanding Members of this body in the century. America mourns the loss of an Individual who was a real champion of justice and fairness. Mr. Speaker. Hamilton Fish. Jr.. earned respect from his colleagues and the Nation for his leadership on civil rights. Immigration. and judicial issues. He Is credited with helping to fashion compromises which resulted In the passage of the Fair Housing Act of 1988 and the Americans With Disabilities Act in 1990. He was also a sponsor of the Ciil Rights Act and a backer of the Voting Rights Act and the Fair Housing Act.
