I am concerned about reports that this provision may be dropped In conference. I hope that Chairman SHAW can assure me and other members concerned about this issue that current Medicaid eligibility rules will be preserved by the conference committee. I am also concerned about the Impact that denying Medicaid to noncitizens will have on the health care system. The bill passed by the House will effectively deny Medicaid to thousands of Individuals. removing $7 billion of Medicaid assistance from the health care system. However. health care providers will continue to be morally and legally obligated to provide care to these individuals. resulting in a cost shift to health care providers that will affect the cost. availability. and quality of care to everyone In Texas and other States with large immigrant populations. In closing. I would say to my colleagues on both sides of the aisle that this motion reflects a continuation of the spirit of trying to break through partisanship to find a commonsense middle ground position on welfare reform.
