What does this bill do? It says we are locking you in on the basis of what you got during that 3year period. I do not care if you had floods. tornadoes. if you had a wave of immigrants move into your State. which brings a lot of poverty to States like Florida. you are still going to get what you got for 3 years. on average. There is a little 2 percent "gimmie" in the bill. but not enough to amount to anything. One of the things that really is a travesty in this bill is the treatment of AFDC administrative costs.
