So if people are. in fact. in such desperate condition as the Senator suggests. I think the answer would be. in fact. to get these people into citizenship programs. I suggest that is a positive thing. As we all know. those who are noncitizens who do not know the language or cannot. in many cases. successfully interact into the economic mainstream of our country. obviously have a much more difficult time succeeding. So. in fact. forcing or encouraging citizenship would be a positive thing for many of the people that we are talking about here. I think that has to be looked at.
