I think the point you have made with the impact on California. I cannot argue the fact that the impact on California will be disproportionate with respect to this particular provision. The fact of immigration has. as you know. its pluses and its minuses. You can make the decision. not me. as to whether it is a plus or a minus in California. But what I say is the Congressional Budget Office has saidand I will read from their report that they sent to the Senator from Delaware with respect to unfunded mandates.
