And yet that is what we are doing. I have to say this. Last night the Senator from Florida and the Senator from Pennsylvania . got into a debate about just what happens to legal immigrants in this country. The Senator from Pennsylvania made an eloquent statement that this bill does not adversely impact refugees. He said we are true to the American principle of give us your tired and your poor. If you escape from your country and you come here. we take you in. I was very moved by that eloquence. and then learned. as Senator GRAHAM pointed out. in a copy of the most recent bill. refugees would also be cut off 5 years after they entered. The Feinstein amendment would say we are going to make these changes. but we are going to make them prospectively. from September of this year forward. I cannot imagine that we would knowingly hurt the most vulnerable In our societywho are here legallyby immediately changing the rules.
