I think we have seen a real pattern of abuse here of a document that is not legally enforceable. which is the sponsorship agreement. and a tremendous number of people coming over here and using the SSI system as. in fact. the retirement system for many people all across the world. So what we have said is that we do not want to continue to have this Incentive. We. as members of the Ways and Means Committee over in the other body. heard testimony on numerous occasions about how it was well knownand in fact it went throughout many refugee camps in Southeast Asia and other places. that was one of the items of testimonyabout how this was this great system that America had. that you can get over here and you could array yourself in all these wonderful benefits. People should come to this country because they want the benefits of our society. not the benefits of our welfare system. I think that is where we really have to draw the line here.
