The fifth significant difference relates to food stamps. where there is a retention of the entitlement under the BidenSpeoter bill. contrasted with the budget reconciliation bill. which gives a State option for a block grant. Overall. the BidenSpecter bill does not contain entitlements. But on this one item. food stamps. there Is a retention of this existing entitlement because of our consideration that food stamps are so important. so basic that there ought not to be the option for the States to eliminate food stamps.
