It requires States to provide vouchers for the needs of children in families removed from welfare rolls as a result of State imposed time limits less than 5 years. and it gives States the option of offering vouchers for children who leave welfare after the 5year time limit CastleTanner also protects legal immigrant children by exempting them from the ban on food stamps and SSI. The substitute contains strong child support enforcement provisions to ensure that parents take responsibility for their children. In addition. the CastleTanner substitute protects the nutritional safety net by maintaining the entitlement in the Food Stamps Program.
