I must confess that I am not a lawyer. and that is the first time in the week I have had any applause from that side of the aisle. Keep it coming. I yield myself the balance of the time. Let me simply say. Mr. Chairman. that I do believe that the way to deal with this is in the authorization process. I think that if this amendment were adopted into law in its present form. it would in fact create perverse incentives which would have the effect of encouraging illegal immigration. and that is why I do not personally want to accept it at this moment. However. I understand that the majority is going to accept it.
