I rise in relactant support of the amendment offered by my esteemed colleague from California. While he is trying to temper the language Mr. RIGGS included In the bill to restrict Federal benefits to undocumented individuals. we need more than tempering. we need to defer to the committees with jurisdiction. Let me reiterate what I said in committeeWe ought to let these difficult and complex issues be sorted out by the committees in charge of immigration law. rather than as part of the appropriations process. The amendment offered by Mr. CAMPBELL provides an exception for only one of many programs that are provided under this bill.
