I believe that we could have enhanced this legislation by additional funding for bilingual education. However. in the spirit of cooperation. I would simply say to the gentleman who has worked hard. along with the gentleman from Wisconsin . that I would like to join with others to make sure that we have the number of bilingual teachers and the proper training for those teachers to ensure that we invest in the front end and not the back end. to make our new immigrants have access to English and to ensure that the children who are in our schools are fully educated in some of our States.
