Mr. President. he has been good for our border concerns. He is trying to help us deal with the severe problem of illegal immigration. He is doing that by trying to make sure that we have the help we need in the border States to meet these terrible issues that are of such concern to our country right now. So we are saying goodbye today to our Senate leader. a man who has proven his mettle time and time and time again. a man who understands what America is all about and who has voluntarily said that he would rather be going out across this great country talking to the people who are working. who know what the problems and concerns are for the heartland of America.
