For millions of people throughout the world. this bill makes the difference between freedom and oppression. between war and peace. and between life and death. When I traveled to Bosnia last year. I saw some of the thousands of refugees who would never have survived if not for the health. food. and housing programs funded through the foreign operations appropriations bill. It will be this bill. that we are about to consider. that will help the people of the former Yugoslavia take additional steps to rebuild their wartorn society. I want to commend the chairman of the Foreign Operations Subcommittee.
