Mr. President. I rise today in strong support of our efforts to address the problem of illegal immigration. It Is shameful and. frankly. embarrassing that the strongest nation in the world has had such difficulty controlling its own borders. This bill will help us make progress in this crucial area. The administration has already begun to make headway. Commissioner Meissner and the INS have strengthened the Border Patrol and targeted agents and equipment to the areas with the highest number of illegal entries. Theyve improved the asylum process. reducing asylum claims by 57 percent and clearly restoring integrity to the system. And they deported a record number of criminal and noncriminal illegal aliens in 1995. But with almost 4 million illegal aliens residing in this country. we obviously need to do more. Mr. President. this legislation is a good start.
