It would not exempt Medicaid from deeming altogether. Instead. it would create a 2year deeming period for the Medicaid Program alone. As a result. this amendment eliminates the magnet. the draw or incentive to come to the United States in order to receive medical care. especially since an immigrant cannot plan to get sick 2 years in advance. However. it does recognize that in the long run. health care is different from other benefits. This amendment also recognizes and attempts to alleviate the tremendous other burdens. cost shifts. unfunded mandates and public health problems which potentially could be caused by S. 1664.
