Do we want to do that? Mr. President. without effective employer sanctions. illegal immigration. including not only unlawful border crossing. but visa overstays. will not be brought under control. Accordingly. S. 1664 proposes significant reforms in birth certificates themselves. and in the procedures followed to issue them. and improvements of a similar nature for drivers licenses. which I think are critically important.
