I wish we would spend a moment. and I will just take a moment. referring our colleagues to those provisions on page 13 of the legislation which outlines what will be necessary in terms of these various pilot projects. We pointed out they are not being put into effect. They will be completed and then a report will be made to the Congress. and the Congress will be able to take whatever steps that it will. It says: (2) The plan described . shall take effect on the date of enactment of a bill or Joint resolution... The objectives it must meet: the purpose is to reduce illegal immigration. to increase employer compliance. to protect individuals from unlawful discrimination. to minimize the burden on businesses. Those are the objectives. They sound pretty good to me.
