Just as far as we are aware to this point. thQ assembling of this database is going to be in the hundreds of millions of dollars. The Social Security Administration has said that a national program would be $3 to $6 billion. and then it would have to be sustained. Mr. President. that is thousands of dollars per illegal immigrant in the country just to build this system. if that is what we would end up doing. I do not think that is exactly the kind of costbenefit approach we want to take. Let us not just talk about the burdened taxpayers. let us talk about the burden to business. and particularly to small business.
