DC. Mr. President. we are going to hear extensive debate about whether or not what is in this bill is actually going to work. and I will comment on that in a few minutes. But I think we first need to ask the question of whether this. in any way. is an appropriate response to the illegal immigration problem. According to INS figures. less than 2 percent of the U.S. population is here illegally. Mr. President. do we really want to require 98 percent of Americans to have their identities verified by the Federal Government every time they apply for a job or public assistance?
