At least our Government does not find them such. There is turmoil in Guatemala. killings in Guatemala. There are killings in the United Statesan awful lot of them. They are. however. known as leading sources of illegal immigration. What you are seeing is. when you have a country that is your leading source of illegal immigration. they are picking them up. and they have been here 2. 3 years. and they say. "I am seeking asylum" because they know that these procedures are interminable. That is what we are trying to get at. We are not after the person from Iraq. or the Kurd. or those people.
