President. what is needed is a separate office for the enforcement of employer sanctions that will focus its activities on the most serious problem. which is employers hiring illegals. not having anyone go after them. as well as address the problems of employers discriminating on the basis of national origin. It is clear that a fundamental change is needed in the INS bureaucracy to make these laws work. The amendment I am suggesting specifically addresses this problem by changing the task force provided by section 120(b) of the bill to an office for enforcement of employer sanctions and authorizing it for $100 million. the figure contained in the 1986 Immigration Act. The office will have two primary functions: to investigate and prosecute employer sanction violations. and to educate employers on the requirement of the law in order to prevent unlawful employment discrimination. I think this amendment corrects the weaknesses in the existing bureaucracy.
