That is why the INS has made very. very significant changes in the last several years to speed up the process. to make sure that they weed out these cases that do not have merit. That system is working. But I would just say that as we look at this amendment. I would ask my colleagues to keep this in mind. that in an immigration bill. more than in any other bill that we pass on the floor. more than any other bill that we debate. we do define who we are as a country. I think we should be different. I understand the argument that Holland does it one way or Germany does it another way.
