President. just address the issues that I addressed earlier in the course of the debate. and I will do it briefly. The dilemma is how are we going to assure adequate protection to employers who employ either foreign sounding. foreign looking individuals and ensure that they are not going to be subject to the economic sanctions and. on the other hand. how are we going to try and establish a procedure which will not lend whatever procedure is established to be utilized in ways that will open up discrimination against those individuals which. of course. in so many instances would be Americans. I reviewed very quickly some of the more egregious situations where thost citizens who came from Puerto Rico were asked to put out a green card. Since they are American citizens. they do not have green cards and were subject to forms of discrimination. In any event. there may be differences as to the extent of discrimination that exists out there. There are many who believe it is a serious problem.
