We want to make sure that we are going to say to legal immigrantsthese are people. 76 percent of whom are relatives of American families. All have played by the rules. All of them have waited their turn to get in and be rejoined with their families. all who have been qualified and may have fallen on some hard and difficult times. and what we are going to say is In this very limited area which the Congress has made a decision and determination. we are making these policy determinations not to benefit the child but to benefit Americans.
