It was passed to allow the adjustment of hundreds of thousands of Cubans fleeing Castros communism. They were welcomed with open arms. We have done that. They were given parole. They needed a means to adjust. You can come here legally and violate your tourist visa. stay for a year. and you get a green card. You can come here on a boat illegally and after 1 year get a green card. We do not do that with anyone else in the world. and we are trying to discourage irregular patterns of immigration by Cubans. We expect them to apply at our interest section in Havana. We do not need it.
