I want to read. briefly. from that law that was passed almost 30 years ago. because an understanding of what this law doesand. frankly. what it does not dois crucial to understanding the proposal which I will submit to the Senate. I will read portions of the Cuban Adjustment Act. It states: Notwithstanding any other provision of the Immigration and Nationality law. the status of any alien who is a native or citizen of Cuba. and who has been inspected and admitted. or paroled into the United States subsequent to January 1. 1959. and has been physically present in the United States for at least 1 year. may be adjusted by the At. torney General in hisNow herdiscretion. and under such regulations as he or she may prescribe to that of an alien lawfully admitted for permanent residence. Mr. President. that is the essence of the Cuban Adjustment Act.
