Session #104 · 1995–97

Speech #1040203584

There has to be a germaneness issue for each of the amendments. and then there will be a certain amount of time to debate those measures. And depending on the outcome of the rollcall. they will either be attached to the measure or not attached to the measure. and they will have to follow some additional rules of the Senate. They will have to be germane. The amendment of the Senator from Arizona. for example. that is related to the whole Issue of immigration. which I find has some merit. is not going to be able to be considered on the floor of the U.S. Senate because it does not meet the strict requirements of gerinaneness. But now we are back.
