Mr. President. I urge the Senate to once again follow the lead of the last amendment. keep these issues separate. keep legal immigration separate from illegal immigration. pursue ahead today. and let us get a good illegal immigration bill through the Senate. I think It will address many of these problems. Then let us take the legal immigration bill that is at the desk. and then let us deal with that in a deliberative fashion here on the floor of the Senate. I think that is the way we should go. This amendment is hardly different from the last one.
