President. I thank the Senator from Wyoming. I was not as surprised as he was at the remarks of the Senator from Colorado about this effort to bring legal immigration into the illegal immigration bill. As I said in my earlier comments. and as I think the remarks of the Senator from Colorado also reflect. this is a very substantial joining together of two very. very. in my judgment. different issues that ought to be dealt with independently of each other. as we were able to do so in the Judiciary Committee. and as the House did in their consideration of immigration already this year. The fact of the matter is that these issues that pertain to the number of legal immigrants who can come into this country are very complicated. significant. and weighty issues. Mr. President.
