These issues have always been divided by this Congress. Go back to 1986. The SimpsonMazzoll bill was an illegal immigration bill. A few years later Congress dealt with the legal aspects of that. a legal immigration bill. And in fact. just this year when these bills started off In Senator SIMPSONS subcommittee they were separate bills. It was only at the end of the subcommittees deliberations that they were combined. The full Judiciary Committee by a vote of 12 to 6 decided to separate them and to go back to the way this matter has always. or at least for the last 15 years or so. been dealt with. So on historical grounds it is very migrants are lawbreakers. They are clear this precedent Is to keep them lawbreakers. And no country can exist separate.
