As a threshold. it is wrong to mix the two. As a threshold. it is even wronger to mix them on a piecemeal basis. If we are going to consider legal immigration. the appropriate way to do so is to bring the full bill that was passed by the Judiciary Committee. which sits at the desk. to the floor of the Senate. I have no qualms about having a debate over that bill. I have a lot of different changes that I might like to consider. including some in light of the INS statistics that are being discussed. But that is the way to do it. not by tacking on this type of provision to a bill that should focus. In a very directed way. on illegal immigration and the problems we confront in that respect in this country today. Mr. President.
