President. I think the worst conceivable way to do it is to do it piecemeal as we are now talking about doing in this amendment. If we were to consider these together. the notion of taking just one componentand a very significant one at thatout of the legal immigration bill and to try to tack it on to the illegal immigration bill before us. would be the worst conceivable way to address the issues that pertain to legal immigration in this country and the orderly process by which people who want to come and play by the rules are allowed into our system. It is wrong. I think. as a threshold matter. to mix the two.
