We start off on our second day. really the third day on the issue of illegal immigration. and we want to be able to move through this process. We went through yesterday with a rather peculiar procedure by which individuals were denied recognition if they were going to deal with any issue that was not going to be relevant to the matter at hand. Generally. we have to invoke cloture to follow that procedure. That is a timehonored process for this body. And so we circumvented that timehonored process. and the only matters that we could vote on would be those that were going to be understood or cleared beforehand not to include. for example. the minimum wage.
