Senator ABRAHAM and I will offer an amendment later on during this debate to strike those demonstration projects and programs and will speak more on this at another time. But it Is strangely ironic. Mr. President. that some of the same Senators who stood here on the Senate floor a year ago and cried out for meaningful regulatory reform legislation now are some of the strongest advocates for a massive national worker verification system and that somehow that Is an appropriate solution for our illegal immigration problems. Another provision of this legislation that is troubling to me relates to birth certificates and drivers licenses. The bill currently requires all Government agencies to begin issuing uniform Federal birth certificates based on standards developed here in Washington.
