When we passed this legislation. as the fourth bill of the 104th Congress. one of the items in the Contract With America. one of the items upon which State and local governments are now making important decisions. which they have believed the legitimacy of our representations that we are no longer going to be casually and in an unstudied way. imposing major costs upon them. Are we now going to be prepared to meet the test? We have a bill which says that it only relates to illegal aliens. yet. an analysis indicates that it clearly has major impacts on legal aliens. Second. we find that a significant part of that impact on legal aliens is to impose significant new unfunded mandatesfinancial responsibilitieson States and local communities. I do not think that is what we want to do.
