That is what happens. So this is one of the most curious parts of the entire debate to me. I am not attributing that to Senator KENNEDY. I am attributing it to some who continue to resist the fact that we are trying to say that lowskilled persons are no longer required to come here under our immigration laws. We need people with skills. We need people with ability. We need people who are here to pull their share. We need people to come here whose sponsors say. "When you come here. I will assure that you do not become a public charge." That is what we are up to here.
