It seems reasonable that such funding should come from the students themselves and not from the taxpayer. A student who is willing to pay 310.000 or $20.000 in this country or $80.000 to S100.000 over the course of study. is unlikely to be greatly concerned at being asked to pay an additional fee of 350 or $100 for the issuance of a student visa.
