Mr. Speaker. while there are provisions In this bill which I strongly supportsuch as Narcotics control. refugee assistance. and POW/ MIA recovery effortsI cannot in good conscience allow this bill to breeze through this body without careful deliberation. Every year. the weapons we sell overseas are used against innocent civilians. refugees. political dissidents. and. yes. American soldiers. As the legislative branch. we have the right and responsibility to oversee the transfer of weapons to foreign governments.
