First of all. it Is contrary to what we have done previously in the long history of this country. And. I think. on closer examination. as we go through this. it will become clear why this seemingly innocent provision will inevitably lead to some very. very great hardships for some of the most abused people in the world. It says that an asylum seeker must apply within 1 year of arriving in this country or else get a special exception from some bureaucrat for "good cause." You get an exception for good cause. What constitutes good cause for an exception is. again. up to the Federal bureaucracy to define. I think this Is a terrible solution.
