Session #104 · 1995–97

Speech #1040196575

To turn our backs on this legacythis legacy of hope. optimism. openness to the futurewould be more than a mistake in policy. It would. I believe. Mr. President. truly be a diminution of who we are as a people. That is what I believe this immigration debate is all about. It is the same question Ronald Reagan asked to the British Parliament: "What kind of people do we think we are?" Mr. President. Americas immigration policy defines who we are. It defines who gets into this country and who does not get in. In the process. it says a lot about our national values.
