Some will ask why now. in 1996. we seem to be shifting direction and trying to impose restrictions on the President. Even more than in the case of the reorganization provisions of the conference report. this is true for many of the conference reports policy provisions. In this regard. I would highlight sections dealing with the Housing Investment Guarantee Program. Vietnamese migrants. and China. Besides being unrelated to the core function of this bill. many such provisions contain unwise policy prescriptions. We should encourage. for example. aid programs that leverage private international investment. not terminate such programs as the conference report would do.
