In fact. changes in the structure and management of the Health Care System makes it likely that we will soon have a large pool of American nurses from which employers may recruit. In addition. the most recently available statistics indicate that the number of graduate nurses continues to increase. Even if this should not be the case. nurses could still be recruited from Mexico and Canada under NAFTA. more than 6.000 nurses entered the United States under NAFTA in 1994. Nurses may also be recruited under H1B Visa Program and the permanent employmentbased Immigration Program. I urge Members to join me in rejecting the amendment.
