The Goodlatte amendment permits housing allowances if housing is reasonably available in the area. This ensures that guest workers will not be forced into homelessness. The Goodlatte amendment sets a ceiling of 100.000 guest workers per year. In recent years. about 17.000 to 19.000 aliens have been granted visas under the H2A program. This ceiling is large enough to meet the needs of farmers who want to replace illegal workers with legal workers. By keeping the requirement of recruiting and hiring U.S. workers first. the Goodlatte amendment would meet the needs without undermining U.S. immigration policy and harming domestic workers.
