Further. temporary workers could not bring family workers along with them. Further. the program must provide a strong. positive verification provision through the use of biometric data. and it must include strong financial incentives for the workers to return to their homeland after the Job is done. in the form of withheld wages. Mr. Chairman. these are the elements that the Pombo amendment provides for. We know the existing H2A program is unworkable. If it were not. we probably would not be here today. We can do better. We must do better. The Pombo amendment provides for that. I urge my colleagues to support this amendment.
