Mr. Chairman. I rise in strong opposition to the Rohrabacher amendment. Mr. Chairman. I guess to some extent I am a little mystified as to why this would even be proposed. Years ago before I ran for Congress. I taught immigration law. at the University of Santa Clara. At the time I pointed out to my students that the provision that this amendment would reinstate made absolutely no sense whatsoever. The correction that is now part of current law makes a lot of practical sense. For people who are here. who entered the United States legally and who have become legal residents under the current law. there is absolutely no reason to force them to buy an airplane ticket. go to an American consulate overseas and then reenter the United States.
