I would point out that there Is one area which it does not cover. Unfortunately. this amendment does not deal with the socalled 200% rule. Another title of the bill requires that an Individual sponsoring an Immigrant must earn more than 200 percent of the poverty line. This provision effectively means that about 46 percent of all Americans cannot sponsor a relative to enter the United States. The message this sends to all Americans Is that In the future we will continue to be a Nation of Immigrants. but only rich immigrants. On Guam. we put a high premium on the role of families. which includes mothers. fathers. sons. daughters. and brothers. In our community. supporting families means helping them stay together.
