Mr. Chairman. earlier in this debate I signaled my support for the guest worker program involving American agriculture. This can be a potent solution to two pressing needs: assuring an adequate labor supply for the farm fields of our country and delivering a body blow to Illegal immigration. We of Californias San Joaquin Valley recognize the critical requirement for farm labor during certain seasons. Allowing those from abroad to fill the gap from shortages of American workers makes good senseeconomically. agriculturally. and socially. Noteworthy. I believe. is the strong stance of the Nisei Farmers League. Its president. Manuel Cunha. has told me. "this is the Ideal program to meet the seasonal employment needs of agriculture." This amendment is good on all sides.
