Mr. Chairman. I am pleased to rise today as a cosponsor of this worthy amendment to the Immigration in the National Interest Act. I am distressed by H.R. 2202s treatment of section 521. which would limit annual refugee admissions to 50.000 by the fiscal year 1998. Most of my colleagues will recall that the gentleman from New Jersey recently held a hearing on the persecution of Jews worldwide. That testimony vividly demonstrated that antiSemitism is still rampant in the former Soviet Union. It is expected to get much worse with the rise of reactionary forces throughout the republics. Attacks on synagogues and grave sites are on the rise again.
