Mr. Chairman. I rise in strong support of this amendment that would establish an Englishlanguage proficiency requirement for immigrants arriving in the United States under the diversity immigrant program and under the employmentbased classification. These are people who are coming here with the stated purpose of working here. living here. being permanent residents here. and hopefully. eventually becoming citizens of the United States of America. There are a whole host of other immigration programs in which people come in on a different basis and which this amendment would not involve at all. but these are people who live here permanently. Mr. Chairman.
